Creates a java.util.Date for a specified date time in the UTC time zone.

Parameter	Description
year	the year.
month	the month, starting from 1.
day	the day in the month, starting from 1.
hour	the hour in the day, starting from 0.
minute	the minute in the hour, starting from 0.
second	the second in the minute, starting from 0.
